Managing member of Headwaters Development Company LLC and President of Headwaters Construction, Inc. Prior to forming the Headwaters companies, Doug spent five years as a development partner with Mark III Engineering Contractors and Developers, specializing in industrial properties. Before joining Mark III, Doug was an investment sales specialist with CB Commercial Real Estate Group, Inc. for fourteen years. There, he specialized in the sale of apartments, retail and industrial properties, improved and unimproved land. Doug also practiced real estate law for ten years, and is a member of the Pension Real Estate Association, a past president of the National Association of Industrial and Office Properties, Sacramento Chapter, a member of the Sacramento City Council and was a Commissioner for the Sacramento Housing and Redevelopment Agency.

Doug Pope is a member of the California State Bar Association, earning his Juris Doctorate degree from the University of the Pacific, McGeorge School of Law and his BA from Hillsdale College in Michigan.

A principal Member of the Headwaters Development Company LLC, Jose is a former Portfolio Manager with the California Public Employees Retirement System (CalPERS). His responsibilities at CalPERS included management of an investment portfolio valued over $12 billion; oversight and direction of many partners, including RREEF and LaSalle Investment Management in the operation of the second largest industrial portfolio (112 million sq.ft.) in the United States.

Prior to CalPERS, Jose was a Vice President in Sacramento with Summit Commercial Properties, Inc. where he managed acquisitions, development, construction and dispositions for the Southport Business Park, a 670-acre master planned Business Park in West Sacramento, California.

Jose is a member of the Pension Real Estate Association, a board-member of the National Board of the National Association of Industrial and Office Properties, and is a licensed California Real Estate Broker. He earned his Bachelor of Science Degree in Business Administration (Finance) from San Jose State University.

Project Manager with Headwaters Development Company LLC. Mike is an Architect with over 30 years experience with the design, permitting and construction oversight for residential, commercial, and public works projects. Additionally, Mike was a partner in a real estate development company where he was responsible for site acquisition, design, permitting and construction oversight of multifamily projects ranging between 200 to 300 units.

Prior to joining Headwaters, Mike was a senior project architect with CSHQA Architects, Inc. (Sacramento, CA), partner in G&W Development Company (Sacramento, CA), as well as a partner in Bardwell, Case and Gilbert, Architects (Sherman Oaks, CA). He is a member of the American Institute of Architects and the International Code Council and has formerly held a license as a General Contractor in the State of California. Mike earned his Bachelor of Architecture from California State Polytechnic University, San Luis Obispo, CA.
