Doug is a managing member of Headwaters Development Company, LLC and President of Headwaters Construction, Inc. Prior to forming the Headwaters companies, Doug spent five years as a development partner with Mark III Engineering Contractors and Developers, specializing in industrial properties. Before joining Mark III, Doug was an investment sales specialist with CB Commercial Real Estate Group, Inc. for fourteen years. There, he specialized in the sale of apartments, retail and industrial properties, improved and unimproved land. Doug also practiced real estate law for ten years, and is a member of the Pension Real Estate Association, a past president of the National Association of Industrial and Office Properties, Sacramento Chapter, a member of the Sacramento City Council and was a Commissioner for the Sacramento Housing and Redevelopment Agency.

Doug Pope is a member of the California State Bar Association, earning his Juris Doctorate degree from the University of the Pacific, McGeorge School of Law and his BA from Hillsdale College in Michigan.

Vice-President of Headwaters Construction, Inc., Norm brings more than 35 years experience in the construction industry, as he manages the daily construction activities of the company. Before joining Headwaters, Norm was the manager of the Northern California division of Day Construction.

Norm's construction experience spans a variety of projects including constructing 8 tilt concrete buildings in 3 separate projects (82,012 s.f.), 4 wood frame office buildings (45,700 s.f.), general engineering construction of roads and sewer interceptors for the City of Los Angeles; geriatric and cardiac hospital units (Centinela Hospital, Inglewood, Ca.), 3 stadium seat movie theaters (Regal Cinemas), Apartments (200+ units in 3 complexes), 5 shopping centers, 27 custom homes in various California locations), and more than 14 free standing restaurants.

Norm is a member of Rotary Club of Sacramento and a board member of Girl Scouts Heart of Central California. Past affiliations include membership in the Building Industry Association and the National Home Builders Association. Norm attended California State University Northridge (accounting and construction management). Norm Marshall is a licensed general contractor (B license) in the State of California.

Construction Manager for Headwaters Construction, Inc. Steve has more than 30 years of experience in the construction industry, including 18 years as a General Building Contractor and 6 years directing government and public works projects.

Steve's prior positions include Senior Vice-President/Director of Construction for Granite Bay Holdings LLC, Project Manager for Ascent Builders, Inc., Project Manager/Regional Manager for Panattoni Development Company's affiliated construction companies and Project Superintendent & General Superintendent for Kammerer Construction Inc. Steve's construction experience spans a large variety of projects, which has included constructing multiple tilt concrete buildings of all sizes, wood frame office buildings and multi family and single-family buildings.

Steve received an A.A. degree from Santa Rosa Jr. College and a B.S. degree in Biological Sciences from the University of California, Davis. Steve is a licensed general contractor in the State of California.
